Frontend contest creation:

The layout is broken, no tabs everything displays in a long list

 

PS:

I still can not see my tickets in the frontend

Thank you. The layout will be fixed a little bit later for multilingual environment.

As for the tickets in the frontend - it is a bug in ticket software. The developers promised to fix it in the nearest time.
