I have a question regarding "+ NEW ENTRY" button for "Registered" role user. Because now seems only "Super User" role can view "+ NEW ENTRY" button.

Hello,
If I understood you correctly, the registered user is not able to submit entry.
1. You need to allow Registered User to submit entries. Then the button should appear.
See the documentation: Permissions
2. Optional. There is a menu item 'Submit entry', so you can use it and forward user to the form.
